- 4 tbsp Finely chopped tarragon
- 1 Finely minced shallot
- ½ tsp Lemon zest
- 1 tbsp Red-wine vinegar
or - 2 tbsp Lemon juice

- In a mortar and pestle (a mini chopper or blender may be substituted), finely grind the capers, anchovy, and garlic until it is a smooth paste.
- Add the olive oil and herbs, shallot and zest, and mix well.
- Season to taste with salt and pepper.
- Add the acid just before serving, as it will discolor the herbs as they sit together.
